Why is there no barcode on my Cuban Warranty Seal?

The large barcode/hologram Cuban Warranty seal is only used on Cuban cigar boxes for full cigar sizes, not Minis, Clubs or Puritos. (see on the bottom-middle of the image below)

There is a classic Cuban Seal sticker that was applied to all Cuban cigar boxes before the barcode was introduced years back (seen in the bottom-left of the image below). They have not introduced a barcode tracking system for their machine-made cigarillos and they have not said they are going to.
