Why is there no clear plastic wrap on my cigars?

Clear plastic wrap is essential for Canada but not all exported Cuban boxes will have this since it is not mandatory for other countries.

Tobacco in Canada must have a cellophane wrap on the outside of the box but it is one of the only countries with this standard. For exporters to cover every box in cellophane would be an added cost for no reason and would take extra time to send to countries where it is not mandatory.
